LEGAL NOTICE REQUEST FOR QUALIFICATIONS

CONSTRUCTION MANAGEMENT AT RISK SERVICES

The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1686-AIR TRAFFIC CONTROL TOWER (ATCT) IMPROVEMENTS, AT BOSTON LOGAN INTERNATIONAL AIRPORT. (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport.

The project will consist of multiple phases to accomplish the following scope objectives:

• Phase 1: Construction of approximately 5,200 square feet of occupiable spaces distributed amongst Levels 1, 2, 3 and 4 located primarily between the ATCT pylons. The proposed improvements will be constructed partially on new foundations and partially on portions of the Central Parking Garage.

• Subsequent Phase or Phases: Project scope will include investigative, design support and construction management services to accomplish extensive improvements to the existing Air Traffic Control Tower (ATCT) building envelope and building infrastructure.

A Supplemental Information Package which will provide more details on the scope of the Project as well as the selection process and evaluation criteria shall be available as of Wednesday, October 25th, 2023 on Massport website, http://www.massport.com/massport/business/bids-opportunities/capital-bids as an attachment to the original Legal Notice, on CommBuys (www.commbuys.com) in the listings for this project or by contacting Susan Brace by email at [email protected].

INVITATION TO BID

Central Square Church (the Awarding Authority) requests bids from contractors for the Tower Restoration Project at the Central Square Church Building, 5 Magazine Street, Cambridge, MA 02139, in accordance with the documents prepared by Wessling Architects of Braintree, MA. This project consists of interior and exterior masonry restoration, installation of new membrane roofing systems, installation of new slate roofing system and copper flashings, and wood repair and repainting. The site is listed in the State and National Registers of Historic Places.

The project is being partially funded with a grant from the Massachusetts Preservation Projects Fund, Massachusetts Historical Commission. All work must comply with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. State Law prohibits discrimination. Awarding of this contract is subject to Affirmative Action and Equal Opportunity guidelines.

Interested contractors should please contact Scott Winkler of Wessling Architects at the below email for a set of Contract Documents. The Project site will be available for inspection between 1:00pm and 2:00pm on Friday, October 27th, 2023. You are also welcome to visit the exterior of the building on your own at any time. Bid questions should be emailed to Scott by end of day on Friday, November 3rd.

Bids will be evaluated based on price, previous experience with similar types of construction projects, ability to perform the work in a timely manner, and references. All bids must be received prior to 11am on Monday, November 13th, 2023.
