The Economic Development and Industrial Corporation of Boston (“EDIC”) d/b/a Boston Planning & Development Agency (“BPDA”), by its Chief Procurement Officer (“CPO”), is pleased to issue this Request for Qualifications (“RFQ”) to perform design services for the “12 Channel Street Building Systems Assessment.” This RFQ package will be available to download on the BPDA Procurement Portal free-of charge in digital print form to all interested respondents on May 01, 2023, 9:00 A.M. at bostonplans.org/ work-with-us/procurement-portal. The Brookline Housing Authority, through the Massachusetts Department of Housing and Community Development (Department) is seeking the services of a qualified “Designer” within the meaning of M.G.L. Chapter 7C, Section 44, to provide professional design and construction administration services for Window Replacements and Front and Rear Stairway Hall Improvements at the Egmont Street Veterans Development and the Trustman Development in Brookline, Massachusetts.

Designers registered in Massachusetts are advised that applications are available for preparation of plans and specifications and construction administration for this renovation project at the Trustman Apartments and the Egmont Street Veterans Apartments at the Brookline Housing Authority. The firm must provide full basic services including investigation and initial design through preparation of contract documents, bidding and construction contract administration. The project manager or person charged with managing this project must be a (n) Architect/Engineer registered in Massachusetts. The estimated construction cost is $6,957,708. The Fee for Basic Services, excluding reimbursables, is $770,000.

A copy of the completed application must be submitted into the Designer Selection Network by 5/24/2023 at 2:00 p.m.

NOTICE TO BIDDERS

Electronic proposals for the following project will be received through the internet using Project Bids until the date and time stated below, and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Project Bids at least 14 days prior to a scheduled bid opening date.

Electronic bids for MBTA Contract No. R18CN03, MBTA ARBORWAY BUS FACILITY CREW QUARTERS, Boston, MA (CLASS 7 - BUILDING AND PROJECT VALUE - $3,200,000, can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on MAY 25, 2023. Immediately thereafter, in a designated room, the Bids will be opened and read publicly.

Work consists of the construction of a building for the occupancy and use of the MBTA staff at the Arborway Bus Maintenance Facility located at Washington Street and Arborway in Boston, near Forest Hills station. The building will be constructed immediately adjacent to the existing mobile trailers now in use. The building will be approximately 36 ft x 73 ft. Site work from excavation, pavement restoration, utility connections, and removal/ demolition of the existing (triple-wide) crew quarters is also included in this contract. The utilities include water, sewer, gas and a new electrical service connection.

Bidders attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. While there is no DBE goal associated with this contract, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime contractors, subcontractors and suppliers in all of its contracting opportunities.
