NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD SUBSTANTIAL AMENDMENT TO PROGRAM YEAR 2019 (FY20) ACTION PLAN

In accordance with 24 CFR 91.105(c)(2) of the federal regulations relative to citizen participation for Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, notice is hereby given that the City of Peabody will hold a 5-day comment period beginning on January 13th through January 20th regarding the substantial amendment of the program year 2019-2020 Action Plan.

The City of Peabody has been notified of an award of at least $523,178. In accordance with the CARES Act, the funds must be used to prevent, prepare for, and respond to COVID-19. The purpose of the substantial amendment is to add this new allocation (CDBG-CV) to our program year 2019 Action Plan as an available resource. A copy of the Action Plan Amendment will be posted on the City’s website at www.peabody-ma.gov on the Community Development page under Community Development Block Grant.

The CDBG-CV funds will be utilized to meet emergency needs that are a direct result of the COVID19 virus. Funds will be provided to local service providers that have been assisting Peabody households directly affected by COVID-19. It is anticipated that the CDBG-CV funds will be utilized to meet emergency needs, which may include housing, economic development, infrastructure/public facilities and/or public services. Projects may include emergency rental and homeless prevention assistance, assistance to affected businesses, improvement of facilities for health purposes, meal/grocery delivery and/or the purchase of personal protection equipment. In addition to planned activities that benefit low and moderate income persons, the City of Peabody may undertake activities to meet urgent, emergency needs. FY20 funds may be reprogrammed to activities to address those needs, including housing, infrastructure, public facilities, assistance to affected businesses, public services or planning, capacity building or technical assistance. Such changes may include a modification in purpose, scope, location or beneficiaries of activities.

A virtual public hearing will be held on Wednesday, January 20, 2021 at 5:00 pm, to invite comments on the Substantial Amendment to the program year 2019 Action Plan. Pursuant to Governor Baker’s March 12, 2020 Order suspending certain provisions of the Open Meeting Law, G.L. c. 30A § 18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. Individuals may participate remotely in the meeting via a remote participation platform called Zoom. BANCROFT MEMORIAL LIBRARY ROOF REPAIRS, HOPEDALE, MA

The Board of Selectmen of Hopedale, Massachusetts, the Awarding Authority invites sealed bids from General Contractors for Roof Repairs and Restoration at the Bancroft Memorial Library, 50 Hopedale Street in Hopedale, MA, in accordance with the documents prepared by architects Spencer, Sullivan & Vogt.

The scope of the work includes:

- Selective replacement of broken and missing slate - Replacement of copper flashings and sheet metal roofing, including gutters and downspouts.

General bidders must be DCAMM certified in the category “Historical Roofing”.

General Bids will be received until 2:00 PM on January 28, 2021 and opened, forthwith online.

All Bids should be submitted electronically online at www.biddocsonline.com and received no later than the date and time specified above.

General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Town of Hopedale.

A performance bond in an amount equal to 100 percent of the total amount of the bid with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total bid amount.

All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.149, §44A through 44H, as amended.

Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Industries and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive.

Attention is further directed to the requirements of G.L. c.149, §44D requiring submission of a Division of Capital Asset Management approved Certificate of Eligibility and Update Statement with all bids.

The project is being partially funded with a grant from the Massachusetts Preservation Projects Fund through the Massachusetts Historical Commission. All work must meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.

Request for Proposals for the air rights lease to install and operate a solar photovoltaic canopy on top of the EDIC Parking Garage in the Raymond L. Flynn Marine Park

The Economic Development and Industrial Corporation (“EDIC”), doing business as the Boston Planning & Development Agency (“BPDA”), is soliciting responses to a Request for Proposals (“RFP”) for the air rights lease to install and operate a solar photovoltaic canopy atop of the Parking Garage (“Leased Premises”) located at 12 Drydock Avenue in the Raymond L. Flynn Marine Park (“RLFMP”). The Leased Premises are located above the Parking Garage, positioned on an approximately 3.38 acre site, with a footprint of approximately 109,095 square feet and a gross building area of approximately 545,950 square feet. This RFP seeks to secure a new source of renewable energy within the RLFMP, in keeping with the City of Boston and Mayor Walsh’s objectives to address climate change and make Boston carbon neutral by 2050. The proposed solar project is expected to adhere to the development, design, and operating guidelines laid out in the RFP, and respondents should be aware of BPDA’s ongoing Smart Utilities Vision efforts. This RFP further requires that any development of the Leased Premises be subject and consistent with applicable zoning, BPDA’s Chapter 91 Master License for the RLFMP, the 1999 Boston Marine Industrial Park Master Plan, and the Master Plan Update. The BPDA expects an air rights lease price proposal to include a commitment to supply the electricity needs of the Parking Garage in full at no cost to the BPDA and an annual fixed rent payment. Use of the Leased Premises will be conveyed through a 20-year air rights lease by the BPDA pursuant to the RFP. The Leased Premises are being offered as is, without warranty of any kind, express or implied. If concerned about the Leased Premises condition, legal or physical access and the maintenance thereof, prospective respondents should investigate and conduct whatever due diligence and inspection deemed necessary. The RFP package will be available on the BPDA Procurement Portal at http://www.bostonplans.org/ work-with-us/rfps-rfqs-bids on January 6, 2021. Completed proposal applications must be submitted as instructed and returned directly to the BPDA, Room 910, Boston City Hall, One City Hall Square, Boston, MA 02201-007, by February 17, 2021, no later than 12:00 PM.
