The Springfield City Council on Tuesday approved a measure instituting fines for folks who don’t fix code violations until the last minute. The city has been dismissing fines for people issued citations who show that the problem was fixed before administrative court dates. Council members, concerned particularly about tall grass and garbage, unanimously approved the measure that mandates $150 fines on the first offense, $300 fines on the second and $500 on the third, within a twoyear period, if a citation is issued, regardless of whether the problem is fixed. Property owners, additionally, would have to pay the city’s costs if the city cuts grass, cleans up garbage or otherwise fixes violations. The council also unanimously approved a measure that requires property owners cited for garbage violations to produce landfill receipts or other proof that illegal trash legally disappeared.
