During his 34-year career in law enforcement, Franklin served with the Maryland State Police and the Baltimore Police Department as a narcotics agent, as commander for the MSP’s Education and Training Division and Bureau of Drug and Criminal Enforcement, and helped lead reconstruction of the Baltimore Police Department’s Education and Training Section. Additionally, Franklin has served as the executive director of the Law Enforcement Action Partnership, an organization that views drug abusers as persons in need of treatment, as opposed to punishment, in order to rehabilitate the individual and protect their human rights. Franklin cites two events as instrumental in shaping this viewpoint: the declaration by Baltimore Mayor Kurt Schmoke that the war on drugs is counterproductive and uses excessive violence, and the death of a close friend while he was making an undercover drug deal in Washington, D.C.
