Raquel J. Webster

Attorney Raquel J. Webster’s appointment by Gov. Maura Healey to serve as an associate justice of the Massachusetts District Court represents a significant milestone in a legal career defined by corporate leadership, public service and community involvement.

Raised in Dorchester, Webster’s career reflects a commitment to the legal profession and civic engagement. She earned her Bachelor’s degree at Boston College and completed her juris doctor at Northeastern University School of Law. Webster began her legal career as a litigation associate at Bingham McCutchen LLP in Boston, where she spent seven years focusing on commercial litigation and securities matters.

Transitioning to public service, she joined the City of Boston Law Department as senior corporation counsel from 2010 to 2012.

In this role, she represented the municipality in both state and federal courts across tort and employment cases.

In 2012, Webster joined National Grid, serving a decade as senior regulatory counsel representing the energy provider in complex regulatory affairs. In 2022, she moved into the role of senior commercial litigation counsel, managing civil litigation matters and internal corporate investigations.

Parallel to her corporate and municipal work, Webster has maintained a pro bono practice and a history of public governance. She has advocated for domestic violence survivors through the Women’s Bar Foundation’s Family Law Project, providing 209A restraining order representation. Additionally, her public oversight contributions include service as a volunteer foster care case reviewer for the Massachusetts Department of Children and Families and as a hearing officer for the Massachusetts Board of Bar Overseers.

Webster’s leadership extends into professional associations and community institutions. She serves as secretary and a board of trustees member for the Boston Bar Foundation and holds positions on the board of trustees for the Massachusetts Black Lawyers Association, Northeastern University School of Law Alumni/ae Association and Stone House. Her professional affiliations also include the Boston Bar Association, the Women’s Bar Association, and Massachusetts Black Women Attorneys.

Nominated alongside Thomas Johnson for a District Court seat, Webster was recognized by Healey as an exceptionally qualified legal practitioner with a deep commitment to fairness. Her journey from Dorchester to the judicial bench highlights her background in corporate litigation, municipal defense and civic leadership across the commonwealth.
