DOCUMENT 001113 - ADVERTISEMENT FOR BIDS

1.1 PROJECT INFORMATION

A. Notice to Bidders: Qualified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders.

B. Project Identification: Southeast Terrace Renovation and Restoration – James Arnold Mansion

1. Project Location: 427 County Street, New Bedford, MA 02740

C. Owner: James Arnold Mansion, Inc.

D. Architect: SSV Architects

1. The project consists of the renovation and enhancement of the existing South Terrace at the James Arnold Mansion, located at 427 County Street, New Bedford, Massachusetts. The work includes selective demolition, removal and salvage of existing terrace elements, removal of portions of existing concrete patio and vegetation, construction of a new/expanded bluestone terrace, concrete retaining walls and piers, stone base materials, structural fill, adhered granite veneer, wood piers, wood panel railings, guardrail improvements, drainage accommodations, and related site restoration. Work shall include protection of the existing historic mansion, existing stairs, handrails, utilities, landscaping, and surrounding areas to remain throughout construction. The project is intended to preserve the historic character of the property while providing durable, safe, and code-compliant exterior improvements.

E. Construction Contract: Bids will be received for the following Work:

1. General Contract (all trades).

F. The project is being partially funded with a grant from the Massachusetts Preservation Projects Fund through the Massachusetts Historical Commission. All work must be performed in accordance with the documents prepared by SSV Architects, and meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties. State law prohibits discrimination. Awarding of this contract is subject to Affirmative Action and Equal Opportunity guidelines. A copy of the bidding documents may be obtained by contacting the Architect.

G. The project will require compliance with funding requirements of the City of New Bedford American Rescue Plan Act (ARPA) funding. As such there are Federal Provisions and Certifications required as part of this project, including Section 3, MBE/WBE requirements and Equal Opportunity Provisions. These Federal requirements are attached for your review. If selected, you will be required to sign these certifications and adhere to the requirements where applicable. The Bidder shall provide, for Owner’s consideration, a Sealed Bid.

1.2 BID SUBMITTAL AND OPENING

A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

1. Bid Date: June 11th, 2026

2. Bid Time: 2:00, local time.

1.3 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

1.4 DOCUMENTS

A. Online Procurement and Contracting Documents: Obtain access after May 25th, 2026 by contacting Owner or Architect. Online access will be provided to all registered bidders and suppliers.

1.5 TIME OF COMPLETION

A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.

B. Project shall be completed by August 15th, 2026.

1.6 BIDDER’S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

B. Submit a list of three (3) projects where similar services were delivered for historic structures within the past five (5) years.
