Request for Qualifications for Construction Management at Risk Services Construction of the Brooke Roslindale Elevator Addition and Playground Project

Brooke Charter School (“The Owner”), requests that qualified and experienced firms submit a Statement of Qualifications and required information to Brooke Charter School no later than Thursday, March 19, 2026 @ 2PM, EST.

Firms interested in providing Public Construction Manager at Risk Services (“CM” or “CM at Risk”) for Construction of the Brooke Roslindale Elevator Addition and Playground Project (“Project”) are invited to send full and complete statements of qualifications (SOQs) and additional materials to Brooke Charter School, 190 Cummins Highway, Roslindale, MA 02131. This CM at Risk procurement is conducted pursuant to M.G.L. 149A, contained in Chapter 193 of the Acts of 2004. This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in M.G.L. 149A. Brooke Charter School is prequalifying firms interested in providing public CM at Risk services for the project through the RFQ process.

Submissions will be evaluated based upon the identified evaluation criteria as set forth in the RFQ. Only those respondents deemed qualified will be considered or invited to submit a proposal in response to a Request for Proposals (“RFP”), which will be issued in the second phase of the procurement process. The project delivery method for construction will be public CM at Risk with a Guaranteed Maximum Price (“GMP”) under M.G.L. 149A.

At the time the CM firm submits the Qualification Statements, it must have a DCAMM Certification in the Contractor Category, “General Building Construction”, with a single limit greater than the Estimated Total construction cost of $8,600,000. The project consists of the construction of a 3,495 SF, 3-story addition with a 7-stop elevator, 3,120 SF of renovation and 38,415 SF of site improvements at 190 Cummins Highway, Roslindale, MA. The design is currently at the 100% construction document stage; however, the selected CM will be asked to do a final design review and make recommendations.

Full submission details can be found in the RFQ. RFQ’s may be requested via email to the Owner’s Project Manager (OPM) Rudy Barajas, STV Inc. at [email protected] with “Request for RFQ for BCS Elevator Addition and Playground Project” in the subject line. RFQ’s will be made available Wednesday, March 4, 2026, after 9AM, EST. The due date is March 19, 2026, 14 days from the date of this publication.
