LEGAL NOTICE REQUEST FOR QUALIFICATIONS CONSTRUCTION MANAGEMENT AT RISK SERVICES

The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1630 Braintree Logan Express Garage (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport.

The Authority seeks to construct a complex garage in the general vicinity of the existing terminal site to increase parking capacity. Along with the reconfiguration of the site, it is anticipated that a new terminal facility will be built along with two future precast parking garages. Key elements of the project are to address parking demand and customer service interest, which includes the potential for the remote terminal to have capabilities for reserved vehicle parking and advance TSA check-in and screening prior to a customer’s arrival at Logan Airport. The Authority has evaluated the need for a project labor agreement (“PLA”). Based on the evaluation, the Authority has determined that it will include a PLA requirement for the project at the RFP stage.
