Emergency Generator Maintenance and Repair Services at Brookline Housing Authority Properties
The Brookline Housing Authority, Brookline, Massachusetts (the Authority) invites sealed bids to provide Emergency Generator Maintenance and Repair Services at Brookline Housing Authority Properties, in Brookline, MA in accordance with the bid documents as written by the Brookline Housing Authority.
The project consists of providing ongoing preventative maintenance and repair services to the Brookline Housing Authority’s Emergency Generators at five properties for a period of three years with two possible one-year extensions at the BHA’s discretion.
The contract amount is estimated to be $80,000 and the start of service is anticipated for April 1, 2025.
General

submitting a bid, the bidder warrants that s/he has examined the
condition of the equipment installed at each location as well as the bid

and bid documents are adequate and the required maintenance services can
be provided at the bid price submitted. No increase in the contract sum
nor claim for damages due to delay will be permitted as a result of the
Contractor’s failure to accomplish any or all these requirements.
The
time of acceptance of the bid by the Brookline Housing Authority is 30
days from the date of the bid opening. The award of the contract is
conditioned on approval by the Brookline Housing Authority Board of
Commissioners. The contract is subject to the appropriation of adequate
funds and may be cancelled in the event such funds are not available.
Bids
are subject to M.G.L. c.149 §44A-J & to minimum wage rates as
required by M.G.L. c.l49 §§26 to 27H inclusive as well as the Federal
Davis- Bacon prevailing Wage Statutes.
All
general bids are subject to the provisions of M.G.L. Chapter 149,
Section 44. Award will be made to the most responsible and responsive
bidder offering the best lowest total price. All other applicable state
laws, municipal ordinances, and rules and regulations of all authorities
having jurisdiction over construction of the project shall apply to the

The
Awarding Authority reserves the right to reject any and all bids and to

The
City of Peabody, in cooperation with the North Shore HOME Consortium,
an organization comprised of thirty cities and towns in the Merrimack
Valley and the North Shore, is holding meetings and seeking public
comment on their draft Five-year Consolidated Plan for HUD program years
2025- 2029, Annual Action Plan for Program Year 2025-26, and draft
Citizen Participation Plan before submission to the U.S. Department of
Housing and Urban Development (HUD). The purpose of these meetings is to
receive feedback on these documents from interested parties regarding
1.) The use of HOME funds for the development of affordable housing in
the North Shore HOME Consortium region 2.) The use of CDBG funds to
assist low and moderate-income persons in the City of Peabody over the
next five years and specific projects for the coming year. The
Consortium’s communities include: Amesbury, Andover, Beverly, Boxford,
Danvers, Essex, Gloucester, Georgetown, Hamilton, Haverhill, Ipswich,
Lynnfield, Manchester-by-the-Sea, Marblehead, Merrimac, Methuen,
Middleton, Newburyport, North Andover, North Reading, Peabody, Rockport,
Rowley, Salem, Salisbury, Swampscott, Topsfield, Wenham, West Newbury
and Wilmington. The activities proposed with HOME funds include:
Creating New Affordable Rental Housing Units; Rehabilitating Existing
Homeownership Housing Stock; Creating Affordable Homeownership Housing
Units; and Providing Tenant-based Rental Assistance to Target
Populations. Proposed CDBG projects in Peabody for the next five years
include Social Service, Infrastructure and Safety Improvements, the
Creation of Affordable Units, Homeownership Rehabilitation, Economic

from TRADE CONTRACTORS interested in performing work for L1629
FRAMINGHAM LOGAN EXPRESS GARAGE EXPANSION. The Authority is seeking
Qualification Statements from Trade Contractors who have a demonstrated
experience in the construction and implementation of similar work in
terms of scale and complexity as required for the FRAMINGHAM LOGAN
EXPRESS GARAGE EXPANSION. In accordance with Massachusetts construction
manager at-risk requirements, MGL Chapter 149A Section 8, Qualification

149A, Sections 1 thru 13. This selection of trade contractors conforms

Request for Qualifications (RFQ) will be utilized to prequalify trade
contractors capable and experienced in the construction of parking
garages and terminal buildings. The Authority shall utilize a two-step
process including the prequalification of trade contractors based on an
evaluation of the Statement of Qualifications received in response to
this solicitation, followed by an Invitation to Bidders that will only
be issued to the prequalified trade contractors. A Prequalification
Committee consisting of four representatives, one each from the Designer
and the CM at Risk and two Massport staff. This Prequalification
Committee will be conducting a qualifications-based evaluation of
submittals received from interested trade contractors in order to
identify prequalified trade contractors who will be invited to respond
to a written Invitation to Bidders. Please note that the Authority is
not utilizing this process to prequalify subcontractors who are not
trade contractors which shall be done separately in accordance with MGL
C149A, Section 8, subsection (j).

Public Project Record and (3) Capacity to Complete including a
