The Boston Water and Sewer Commission held a public hearing on Thursday, May 9, 2024, for the purpose of giving interested persons an opportunity to present data, views or arguments relative to the establishment of the Sheltered Market Program (SMP). At that meeting, the written procedures governing the SMP was presented and thereafter, the procedure was adopted by the Commission.
SHELTERED MARKET PROGRAM
Following the findings of the Disparity Study conducted by BBC Research & Consulting in 2020, the Commission developed a Sheltered Market Program (SMP) to address the disparities in the use of minority-owned business enterprises (MBEs) and women-owned business enterprises (WBEs) in government contracting. The Boston Water and Sewer Commission by its Executive Director invites sealed bids for CONTRACT #24-308-005 EXCAVATION FOR IDENTIFICATION OF WATER SERVICES. Emergency structural repair work is defined as work that is of an emergency nature and requires immediate attention and corrective action, as determined by the MBTA. Anticipated repair and construction work to include, but not be limited to, steel and concrete repair and rehabilitation and temporary support systems for bridges, structures, and facilities.

NOTICE TO TRADE CONTRACTORS REQUEST FOR TRADE CONTRACTOR QUALIFICATIONS
THE MASSACHUSETTS PORT AUTHORITY is soliciting Statements of Qualifications from TRADE CONTRACTORS interested in performing work for L1697-C4 TERMINAL B ROADWAY & GARAGE OPTIMIZATION. The Authority is seeking Qualification Statements from Trade Contractors who have a demonstrated experience in the construction and implementation of similar work in terms of scale and complexity as required for the LOGAN INTERNATIONAL AIRPORT. In accordance with Massachusetts construction manager at-risk requirements, MGL Chapter 149A Section 8, Qualification Statements are being requested from trade contractors capable of performing the following classes of work: FIRE PROTECTION.
The estimated cost of the trade contractor’s portion of this phase of the Project is approximately $400,000 and the construction duration for this phase is approximately 19 months. The estimated value of work to be performed by trade contractor is as follows:

The Authority is implementing this project in accordance with MGL Chapter 149A, Sections 1 thru 13. This selection of trade contractors conforms to MGL Chapter 149A, Section 8, subsections (b) to (k) inclusive. This Request for Qualifications (RFQ) will be utilized to prequalify trade contractors capable and experienced in the construction of parking garages and terminal buildings. The Authority shall utilize a two-step process including the prequalification of trade contractors based on an evaluation of the Statement of Qualifications received in response to this solicitation, followed by an Invitation to Bidders that will only be issued to the prequalified trade contractors. A Prequalification Committee consisting of four representatives, one each from the Designer and the CM at Risk and two Massport staff. This Prequalification Committee will be conducting a qualifications-based evaluation of submittals received from interested trade contractors in order to identify prequalified trade contractors who will be invited to respond to a written Invitation to Bidders. Please note that the Authority is not utilizing this process to prequalify subcontractors who are not trade contractors which shall be done separately in accordance with MGL C149A, Section 8, subsection (j).
Qualification Statements shall be evaluated in accordance with the following criteria; (1) Management Experience; (2) Project References including a Public Project Record and (3) Capacity to Complete including a demonstration that the contractor has the financial stability and long-term viability to successfully implement the Project.

CONSTRUCTION MANAGEMENT AT RISK SERVICES
The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1809 – TERMINAL C IMPROVEMENTS, BOSTON LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MASSACHUSETTS (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport.
The project will consist of three phases. The three project phases are not sequential and may be concurrent. The Authority views this project in three phases such that the project scope exists in three separate areas of Terminal C and is therefore mutually independent.
Phase 1 includes, but is not limited to, the following:
1. Reconfiguration of Terminal C Main Checkpoint to facilitate an increase in passenger queuing capacity, and potentially screening throughput and capacity.
2. Creation of a new Club Shell for fit-out (by others) in existing concessions space.
Phase 2 includes, but is not limited to, the following:
1. Creation of a new two-story Club Shell for fit-out (by others) above existing C3 Bag Room.
2. Architectural, Mechanical, Electrical, and Plumbing improvements in the vicinity of the C3 Bag Room, C11 Hold Room, C10 Hold Room, and concourse areas.
3. Relocation and replacement of an operationally critical electric substation in the vicinity of the C3 Bag Room
4. Expansion of the C10 Hold Room to facilitate an improved passenger experience related to queueing and circulation
5. Photovoltaic façade system
6. Green roof system
Phase 3 includes, but is not limited to, the following:
1. Extension of existing Federal Inspection Services (FIS) corridor from Gate C7 to Gate C8 for international arrivals.
2. Improvements to and reconfiguration of the existing Hold Rooms at Gates E1, E2, & E3.
3. General building conditions improvements in the existing Terminal C, and Terminal C vicinity, including but not limited to full or partial replacement of HVAC systems, full or partial replacement of critical electrical infrastructure, and/or full or partial replacement of plumbing systems, as identified by the Architect/Engineer.
4. Pre-security connection from new Transportation Center (by others) to Terminal C on arrivals level. The construction of the new garage connection will require careful phasing to ensure airport operations will not be interrupted.
5. Pre-security passenger circulation, Security Badge Office relocation. 6. New Universal Changing Room(s), Pet Relief(s), Mother’s Room(s).
7. Terminal C Pier A Roof improvements.
8. Photovoltaic façade system and curtainwall system
9. Green roof system
10. Roof-mounted solar panel array
