NOTICE TO BIDDERS

Electronic proposals for the following project will be received through the internet using Project Bids until the date and time stated below and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Project Bids at least 14 days prior to a scheduled bid opening date.

Electronic bids for MBTA Contract No. T90CN06-, Track Improvement Program Contract 2- Orange Line, Systemwide, PROJECT VALUE - $30,000,000 (CLASS 1-GENERAL TRANSIT AND CLASS 3, TRACK- $30,000,000) can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on January 18th, 2024. Immediately thereafter, in a designated room, the Bids will be opened and read publicly.

Work will include replacement of ties, rail, restrained rail along both tangent, curved and restrained curve track, removal and replacement of broken or lock spike plates with pandrol plates, insulators and C-Bonds (where called for or where damaged by Contractor), surface line and tamping and track stabilizing where directed. CWR will require thermite welding and destressing in accordance with MBTA standards. Work may require early action items like weekly meetings with MBTA to plan and schedule work, pre plating ties, site walks to finalize work limits, materials delivery, materials staging, equipment movement, schedule update, etc. Contractor will be required to remove all surplus materials generated by the project and all existing currently within the project limits.

Bidders’ attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. In addition, pursuant to the requirements of Appendix 3, Disadvantaged Business Enterprise (DBE) Participation Provision, Bidders must submit an assurance with their Bids that they will make sufficient and reasonable efforts to meet the stated DBE goal of 5% percent.

This project is scheduled for 152 calendar days to substantial completion. Scope: Replacement of existing chilled water cooling coils in three air handling units, and replacement of existing piping and fittings around the remainder of the air handling units.

A Pre-Bid/Site Visit will be held on January 3, 2024 @ 9:00 AM at One Ashburton Place, Boston, MA 02108. Bring valid ID and meet in the lobby. Minimum rates of wages to be paid on the project have been determined by the Commissioner of the Department of Labor Standards. These rates are incorporated into the bid documents.
