The Massachusetts Bay Transportation Authority is soliciting General Engineering Consulting Services Task Order Contract for ad hoc Engineering Services. The Scope of Service(s) may include but are not limited to: advice and consultation with Railroad Operations on matters of general design, construction, and maintenance as well as engineering services. The scope of services will be authorized by task order on an as needed basis. The conceptual level cost estimate for the proposed Contracts is $ 10,000,000. MASSACHUSETTS BAY TRANSPORTATION AUTHORITY SOLICITATION FOR ENGINEERING SERVICES FOR THE INSPECTION & RATING OF MBTA CULVERTS SYSTEMWIDE REQUEST FOR QUALIFICATIONS

MBTA CONTRACT NO. Z08PS04, Z08PS05, Z08PS06, Z08PS07, Z08PS08, and Z08PS09

The Massachusetts Bay Transportation Authority is soliciting Engineering Services (ES) for the Inspection and Rating of MBTA Culverts Systemwide. Culverts are critical components of the structural system that supports railroad and Transit tracks. Per FHWA, a culvert is a structure less than 20 feet in span measured parallel to tracks that directly support traffic loads. Per FRA, a culvert is defined as a structure less than 10 feet span. MBTA adopts both definitions, depending on what revenue service the structure supports. They are often constructed as a conduit for water or passageways for animals’ underneath railroad tracks. As hydraulic and hydrologic structures, culverts are susceptible to scour, which may undermine structural integrity and compromise safety.

The Scope of Services includes, but is not limited to, interagency coordination, commuter rail coordination, review of existing inspection/rating reports and drawings, research and data gathering, in-depth routine inspection, special inspections, the input of inspection data into the MBTA database system, submission of inspection reports with recommendations, load rating calculations where applicable, submission of load rating reports with recommendations, coordination of data for input into the MBTA Asset Management Database Trapeze, and limited structural repair design.

Field data collection may be digital, consistent with Trapeze, or any other proprietary Bridge/Culvert Management application at the discretion of the MBTA. The scope of services may also include updating culvert inspection and rating policies and procedures, and the development of standard culvert repair design documents and details.

The maximum ceiling limit for the total of all consultant contracts is $7,500,000. The contract duration will be four (4) years, with the possibility to extend the contract for two periods of one (1) year each.

RIGHT TO OBJECT TO LISTING

Owners of private properties nominated to the National Register of Historic Places have an opportunity to concur with or object to listing in accord with the National Historic Preservation Act and 36 CFR Part 60. These regulations require that owner objections be notarized. However, Section 1746 of Title 28 of the U.S. Code provides a generally applicable alternative to these notarization requirements. Accordingly, the NPS must consider objections made under penalty of perjury consistent with 28 U.S.C. § 1746 to be valid objections, even if they are not notarized, if those objections otherwise comply with the requirements in the NPS’s regulations. To comply with 28 U.S.C.

§ 1746, the objection must state one of the following:

1. If executed without the United States: “I declare (or certify, verify, or state) under penalty of perjury under the laws of the United States of America that the foregoing is true and correct. Executed on (date). (Signature)”.

2. If executed within the United States, its territories, possessions, or commonwealths: “I declare (or certify, verify, or state) under penalty of perjury that the foregoing is true and correct. Executed on (date). (Signature).”

For a single privately owned property with one owner, the property will not be listed if the owner objects. For a district with multiple ownership, or for a single property with multiple owners, the district or property will not be listed if a majority of the owners objects. Each owner or partial owner of private property has one vote regardless of how many properties or what part of the property that party owns. If the property cannot be listed because the owner or majority of owners objects prior to the submission of a nomination to the Keeper of the National Register by the State, the State Historic Preservation Officer may submit the nomination to the Keeper for a determination of the eligibility of the property for inclusion in the National Register. If the property is then determined eligible for listing although not formally listed, federal agencies will be required to allow the Advisory Council on Historic Preservation an opportunity to comment before the agency may fund, license, or assist a project that will affect the property.

Listing in the National Register, or the determination of a property’s eligibility by the Keeper of the National Register, automatically brings with it inclusion in the State Register of Historic Places. The State Register provides for review of state funded, licensed, or permitted projects. If a property is listed in the National and State Registers, the owner may do anything with it that he/she wishes, unless state or federal funds, permits, or licensing are used, or unless some other regional and/or local ordinance or policy is in effect.

If an owner wishes to object to the listing of a property, an objection must be submitted to Brona Simon, State Historic Preservation Officer, Massachusetts Historical Commission, 220 Morrissey Boulevard, Boston, Massachusetts, 02125, by June 14, 2023.

Inclusion in the National and State Registers of Historic Places does not guarantee that cultural resources will be preserved. Rather, it ensures that the historic value of listed properties will be considered during the planning stages of any federally or state sponsored project.

The nomination will be considered by the State Review Board of the Massachusetts Historical Commission (MHC) on Wednesday, June 14, 2023 at 1:00 pm. Details on how to attend will be posted on the MHC’s website closer to the meeting date (www.sec.state.ma.us/mhc). A copy of the nomination, and the criteria under which properties are evaluated, are available from the Grove Hall Branch of the Boston Public Library.

LEGAL NOTICE REQUEST FOR QUALIFICATIONS

The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. L1824 GSE MAINTENANCE BUILDING, BOSTON LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MASSACHUSETTS. The Authority is seeking qualified multidiscipline consulting firms or teams, with proven experience to provide professional services including planning, design, and construction-related services including resident inspection relative to the programming, design, and construction of an industrial-use Ground Service Equipment (GSE) Maintenance Building approximately 17,500 square feet in size. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner.

The consultant shall demonstrate experience in several disciplines including but not limited to Architectural, Civil, Structural, Mechanical, Electrical, IT/ Communications/Security, Fire Protection, Plumbing, Vertical Transportation, Geotechnical, Code Compliance, Lean Design and Construction, Cost Estimating, Construction Phasing, Climate Resiliency, Sustainable Design, and energy efficiency.

The contract will be work order based, and the Consultant’s fee for each work order shall be negotiated; however, the total fee for the contract shall not exceed $2,000,000.
