NOTICE TO BIDDERS

Electronic proposals for the following project will be received through the internet using Bid Express until the date and time stated below, and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Bid Express at least 14 days prior to a scheduled bid opening date.

Electronic bids for MBTA Contract No. T30CN01, Track/ROW III On-Call Construction Services, Various Locations throughout Massachusetts (CLASS I, GENERAL TRANSIT CONSTRUCTION, $10,000,000; CLASS 3 – TRACKAGE, $10,000,000); PROJECT VALUE - +/- $50,000,000 , can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on November 18, 2021 Immediately thereafter, in a designated room, the Bids will be opened and read publicly.

The work consists of providing construction-related services on an on-call basis to support state of good repair needs of the Authority. Work is anticipated to be performed throughout the MBTA service area in Massachusetts and will primarily consist of track repair and reconstruction work.

Bidders’ attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. In addition, pursuant to the requirements of Appendix 3, Disadvantaged Business Enterprise (DBE) Participation Provision, Bidders must submit an assurance with their Bids that they will make sufficient and reasonable efforts to meet the stated DBE goal of 20 percent.

Notice of ARP Community Meetings and Request for Public Comment

The North Shore HOME Consortium, an organization comprised of thirty cities and towns (Amesbury, Andover, Beverly, Boxford, Danvers, Essex, Gloucester, Georgetown, Hamilton, Haverhill, Ipswich, Lynnfield, Manchesterby-the-Sea, Marblehead, Merrimac, Methuen, Middleton, Newburyport, North Andover, North Reading, Peabody, Rockport, Rowley, Salem, Salisbury, Swampscott, Topsfield, Wenham, West Newbury and Wilmington), will convene four (4) Community Meetings, to seek suggestions for the best uses for new HOME funding awarded to the region through the American Rescue Plan (ARP) Act. These meetings are being held in preparation for the creation of a Revised One-Year Annual Action Plan to HUD for Program Year 2021 to include plans for the use of these new funds.

After the conclusion of the community meetings, a draft Revised Annual Action Plan will be created and made available for public comment. At that time public hearings will be held to obtain feedback on the document. The public comments received will then be incorporated into the final draft of the Annual Action Plan, which will then be submitted to the United States Department of Housing and Urban Development (HUD).

The Four (4) Community Meetings will be conducted for the purpose of receiving comments on local housing needs at the following dates and locations: (locations are accessible.)

REQUEST FOR PROPOSALS

Request for Proposals for the long-term lease and redevelopment of Parcel P-3 in the Campus High Urban Renewal Area

The Boston Redevelopment Agency (“BRA”), doing business as the Boston Planning & Development Agency (“BPDA”), is soliciting responses to a Request for Proposals (“RFP”) for the redevelopment and ground lease of a portion of Parcel P-3 and a portion of Parcel P-3h in the Campus High School Urban Renewal Area, Project No. Mass. R-129 (the “Property”). The Property consists of approximately 330,939 square feet of vacant land in the Nubian Square area of Roxbury. The RFP also includes six optional parcels, known as Assessing Parcel IDs 902677000, 902676000, 902671000, 902669000, 902668000, and 902667000. The BPDA seeks to convey the Property to allow mixed-use development that will fulfill the Property’s potential for transformative economic development and advance the community’s commitments to affordable housing, arts & culture, and equity. This RFP requires that any redevelopment of the Property be consistent with the Roxbury Strategic Master Plan, Dudley Vision, and PLAN: Nubian Square. The Property is intended for disposition by a long-term ground lease by the BPDA pursuant to the RFP. The Property is being offered as is, without warranty of any kind, express or implied. If concerned about the Property’s condition, legal or physical access and the maintenance thereof, title there to, property lines or boundaries or any other matter affecting the Property, prospective developers should investigate and conduct whatever due diligence and inspection deemed necessary. The RFP package will be available on the BPDA Procurement Portal at www.bostonplans.org/work-with-us/ procurement on October 27, 2021. Completed proposal applications must be submitted as instructed and returned directly to the BPDA, 22 Drydock Avenue Second Floor, South Boston, MA, 02210 by 12:00 PM on February 2, 2022. Late proposals will not be accepted. A pre-proposal conference will be held virtually over Zoom on November 10, 2021 at 1:00 PM. Attendance at the pre-proposal conference is optional.
