Brookline Housing Authority Modernization of Sussman House Request for Qualifications (RFQ) for Construction Manager Firms

The Brookline Housing Authority invites qualified Construction Management (CM) firms to submit Statements of Qualification (SOQ) for the firm to provide Public Construction Manager at Risk Services for the Modernization of Sussman House designed by BWA Architects. This RFQ is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. The evaluation procedure and criteria for selection are defined in the RFQ document. Responses to this RFQ will be used to pre-qualify CM firms who will be invited to submit responses to the RFP as detailed in MGL 149A Section 6.

The Brookline Housing Authority’s property, the Sussman House at 50 Pleasant Street, was originally constructed in 1965 as a concrete cast 9-story superstructure with copper sheet metal facades. Currently, Sussman is in need of major interior renovations and exterior repair. The scope of work is expected to include kitchen and bath upgrades within the 100 residential units, improvements to building MEP systems, replacement of finishes in common areas, window replacement, roof replacement and exterior recladding of the building. The proposed renovation also includes a reconfiguration of an attached 1st floor common room with a full kitchen and property management office. The project is being undertaken in phased construction with the building partially occupied throughout, necessitating a high degree of coordination and work sequencing on the part of the selected CM firm.

The selected CM firm will provide design input, preconstruction services, and construction phases management services as preliminarily defined in the RFQ.

The project is currently in Schematic Design with design development documents scheduled for delivery over the Winter months and construction anticipated to start by August 2022. The project construction budget is approximately $34 million.

SOQs will be received until November 17th at 4pm at the BHA Offices attention: Garrett Anderson, Brookline Housing Authority, 90 Longwood Avenue Brookline, MA 02446.

The complete RFQ with all submission requirements and evaluation criteria will be available as of 10/21/21 and can be obtained by emailing the BHA’s OPM at [email protected]. All questions and requests regarding this procurement should be submitted in writing to ganderson@ brooklinehousing.org.
