REQUEST FOR PROPOSALS

The Economic Development & Industrial Corporation of Boston d/b/a the Boston Planning & Development Agency (“BPDA”) is issuing a Request for Proposals, (hereinafter “Proposal(s)” and/or “RFP(s)”) for the Raymond L. Flynn Marine Park (“RLFMP”) Trolley Stop Program (hereinafter, the “Program”). The awarded license will be for one (1) season starting on or about April 1, 2020 and running through November 30, 2020 (the “Initial Term”), with the EDIC holding two (2) seasonal extension options that may be exercised at the sole discretion of the EDIC. If exercised by the EDIC, the first option term would begin April 1, 2021, and run through November 30, 2021 (“First Option Term”); if exercised by the EDIC, the second option term would begin April 1, 2022 and run through November 20, 2022, (the “Second Option Term.”) The minimum “License Fee” payable to EDIC for use of the RLFMP Trolley Stop shall be Thirty Six Thousand Seven Hundred and Seventy One Dollars ($36,771.00) per selected respondent. The EDIC will enter into license agreements with up to three (3) respondents, to operate throughout the cruise ship season (“License Term”), subject to the official Massachusetts Port Authority “Port of Call” cruise ship schedule. RFP PACKAGE: The RFP, including site maps and requirements for this project, will be available to all interested respondents on February 10, 2020, 9:00 A.M. The RFP package will be available in digital and print form. To schedule site access and visit the Raymond L. TIME AND PLACE FOR FILING PROPOSALS: All responses to the RFP must be returned no later than 12:00 P.M. on February 26, 2020 to the Executive Director/ Clerk’s Office, Room 910, One City Hall Square, Boston, MA 02201. In order to be submitted, the RFP must be accompanied by a non-refundable bank check or money order, in the amount of Fifty Dollars ($50.00), made payable to the EDIC. Absolutely no responses will be accepted after the due date and time. The RFP is issued by EDIC in accordance with its usual policies, procedures, provisions and applicable regulations. EDIC reserves the right to withdraw this RFP and reject any or all proposals, for any reason, at its sole discretion, if it is in the public interest to do so. RULE FOR AWARD: The resulting license agreement(s) will be awarded to the responsive and responsible respondent meeting the quality requirements, satisfying the minimum threshold criteria and submitting the most advantageous proposal, taking into consideration the comparative evaluation criteria, and the fee proposal. The release of the advertisement regarding the Proposal, as well as award of the license agreement(s) relating to the RFP, is subject to the approval of the EDIC governing board. The EDIC reserves the right to waive any and all minor informalities in the RFPs.
