COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)

PUBLIC HEARING

Pursuant to Title I of the Housing and Community Development Act of 1974, as amended, and the regulations formulated thereunder, notice is hereby given that the Town of Arlington, acting through the Town Manager and the Select Board, will hold a Public Hearing on the Community Development Block Grant Program. The purpose of this hearing is to receive proposals for funds for our CDBG Program Year 46 (July 1, 2020 - June 30, 2021).

Said hearing will be held at 7:15 P.M., MONDAY, JANUARY 27, 2020 IN THE SELECT BOARD MEETING ROOM ON THE SECOND FLOOR OF THE ROBBINS MEMORIAL TOWN HALL, 730 MASSACHUSETTS AVENUE, ARLINGTON, MASSACHUSETTS.

The Town expects to receive approximately $1,000,000 in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development for CDBG Program Year 46. There is a HUD requirement that all funded programs must principally benefit persons of low and moderate income; aid in the prevention of slums and blight; or meet other urgent community development needs that pose a threat to the health or welfare of the community. MASSDOT RAIL AND TRANSIT

INVITATION FOR BIDS RAILROAD SIGNAL SYSTEMS REHABILITATION

The Massachusetts Department of Transportation Rail and Transit Division (MassDOT) is accepting sealed bids to rehabilitate railroad rights-of-way. This Invitation for Bids is issued pursuant to Massachusetts General Laws, Chapter 30, §39M.

THE PROJECT: Furnish, install, test and place into service new or upgraded Automatic Highway Crossing Warning (AHCW) systems at six railroad grade crossings on the Framingham Secondary and Middleboro Subdivision. Remove all retired grade crossing warning equipment and out-of-service signal facilities, field-verify existing AHCW record drawings and prepare new as-built and record drawings. Contractor must show evidence of having worked on an active railroad and was able to complete the work with no impacts to railroad operations. Construction cost estimate is $700,000.

Prospective bidders must be prequalified in accordance with MBTA “Procedures Governing Classification and Rating of Prospective Bidders.” Bidders must provide the following to be considered qualified for this work: 1. Completed Bid Bond (5% of Total Bid Price); 2. List of all work in the last 3 years of similar size and scope demonstrating experience and qualifications; 3. List of ongoing projects and 3 references from projects listed; and 4. Approved FRA drug & alcohol testing plan.

Bid documents will be available 1/17/20 via COMMBUYS, the Commonwealth’s official procurement record system website (www.commbuys.com). Prospective bidders must be registered in COMMBUYS and must download the plans, specs and all other documents required to submit a bid.

A mandatory pre-bid meeting & site tour to be held 1/21/20 @ 10:30 a.m. Meet in the Taunton DPW conference room, 90 Ingell St., Taunton.

No contract award will be made to a contractor not prequalified by MBTA in Class 6A2, Railroad Signals and Communications, for a $700,000 contract value before opening proposals and a contractor not present at the pre-bid. Sealed paper bids must be delivered to MassDOT Rail and Transit, 10 Park Plaza, Rm. 4160, Boston, MA 02116, by Thurs., January 30, 2020, 2:00 p.m. Bids will be opened at 2:30 pm.
