REQUEST FOR PROPOSALS

In conformance with M.G.L. c. 30B, as may be amended, the Boston Redevelopment Authority d/b/a Boston Planning & Development Agency (“BPDA”) by its Chief Procurement Officer is pleased to issue this Request for Proposals (“RFP”) for Commercial Property Management of the China Trade Center, located at 2 Boylston Street, Boston, MA 02116. The Commercial Property Management Services will include but are not limited to operations, reporting, maintenance, capital assessment and annual budgeting assistance, and tenant coordination. The awarded contract shall be for three (3) years, with the BPDA holding two (2) one (1) year options that may be exercised at the sole discretion of the BPDA. In the event the BPDA exercise both options, the contract term shall be five (5) years. RFP Availability: This RFP will be available starting at 4:00 P.M. on September 9, 2019 through download from the BPDA’s website (http://www.bostonplans. org). Click on ”Work with Us,” and click the ”Procurement” page for the Commercial Property Management of the China Trade Center RFP. The RFP will also be available from the Office of the Secretary, Boston Planning & Development Agency, One City Hall Square, Room 910, Boston, MA 02201- 1007. Pre-Submission Respondent Conference: All prospective respondents are invited to attend a pre-submission conference on September 17, 2019 at 11:00 A.M. at the China Trade Center, 2 Boylston Street, Boston, MA 02116. The pre-submission conference will consist of an overview of the scope of services and requirement specifications, a question and answer session, and conclude with a tour of the China Trade Center and its premises. Attendance at the pre-submission conference is not required, but attendance is encouraged. Furthermore, prospective respondents are also encouraged, but not required, to visit the China Trade Center to inspect the operations, conditions, equipment, systems, etc. to aid in the completion of the written proposal response to the RFP. The BPDA reserves the right to reject any or all proposals and to waive any minor informalities. NOTICE TO TRADE CONTRACTORS REQUEST FOR TRADE CONTRACTOR QUALIFICATIONS

The MASSACHUSETTS PORT AUTHORITY is soliciting Statements of Qualifications from TRADE CONTRACTORS interested in performing work for L338-C2, TERMINAL E MODERNIZATION, LOGAN INTERNATIONAL AIRPORT. The Authority is seeking Qualification Statements from Trade Contractors who have a demonstrated experience in the construction and implementation of similar work in terms of scale and complexity as required for the Terminal E - Logan International Airport. In accordance with Massachusetts construction manager at-risk requirements, MGL Chapter 149A Section 8, Qualification Statements are being requested from trade contractors capable of performing the following classes of work: Painting

The contract includes the following scope of work: Expansion of Terminal E to accommodate seven (7) new Gates; substantial renovation to existing Terminal E Bagrooms, Ticketing hall and Custom Border Protection area; Roadway modification; Apron work and all the supporting utilities. The estimated cost of the trade contractors’ portion of the Project is approximately $5,097,700 and the construction duration is approximately thirty-six (36) months. The estimated value of work to be performed by the trade contractors is as follows:

The Authority is implementing this project in accordance with MGL Chapter 149A, Sections 1 thru 13. This selection of trade contractors conforms to MGL Chapter 149A, Section 8, subsections (b) to (k) inclusive. This Request for Qualifications (RFQ) will be utilized to prequalify trade contractors capable and experienced in the construction of parking garages and terminal buildings. The Authority shall utilize a two-step process including the prequalification of trade contractors based on an evaluation of the Statement of Qualifications received in response to this solicitation, followed by an Invitation to Bidders that will only be issued to the prequalified trade contractors. A Prequalification Committee consisting of four representatives, one each from the Designer and the CM at Risk and two Massport staff. This Prequalification Committee will be conducting a qualifications-based evaluation of submittals received from interested trade contractors in order to identify prequalified trade contractors who will be invited to respond to a written Invitation to Bidders. Please note that the Authority is not utilizing this process to prequalify subcontractors who are not trade contractors, which shall be done separately in accordance with MGL C149A, Section 8, subsection (j). Qualification Statements shall be evaluated in accordance with the following criteria; (1) Management Experience; (2) Project References including a Public Project Record and (3) Capacity to Complete including a demonstration that the contractor has the financial stability and long-term viability to successfully implement the Project.
