INVITATION FOR BIDS
INSTALL CONTINUOUSLY WELDED RAIL AND DE-STRESS RAIL ON
FRAMINGHAM & MIDDLEBORO RR LINES
Mass Coastal Railroad is accepting sealed bids to install continuously welded
rail and de-stress rail on the Framingham and Middleboro railroad lines. The
project is funded by the Massachusetts Department of Transportation, Rail
and Transit Division (MassDOT). This Invitation for Bids is issued pursuant to
Massachusetts General Laws, Chapter 30, §39M.
THE PROJECT: Middleboro Subdivision: De-stress existing rail on the Line
between MP 1.0 and MP 9.7 and between MP 13.3 and MP 21.1 Framingham
Secondary: Remove and replace existing rail and OTM with resilient fastened
136 RE Continuously Welded Rail (CWR) on the Line between MP 4.2
and MP 8.3. Contractor must show evidence of having worked on an active
railroad and was able to complete the work with no or few shutdowns and no
impacts to Operations. Construction cost estimate is $4,674,000.
Bidders must provide the following information to be considered qualified
to perform the work: 1. List of equipment which will be used including
hi-rail equipment; 2. Completed Bid Bond in the amount of 5% of the Total
Bid Price; 3. List of all work within the last three years of similar size and
scope demonstrating Bidder’s experience and qualifications for this project
as described above; 4. List of ongoing projects and three references from
projects listed; and 5. Approved FRA drug and alcohol testing plan.

A mandatory pre-bid meeting and site tour will be held on Thurs., February
22, 2018, 9:30 a.m. All interested bidders shall meet at 65 W. Clark St.,
Middleborough (Keolis Layover Yard). Please RSVP to Rob Finley at rcfinley@

Bids will not be accepted from bidders who do not attend the pre-bid meeting.
Sealed Bids must be delivered to Mass Coastal Railroad, 3065 Cranberry
Highway, Ste. 5, East Wareham, MA 02538, by Thurs., March 8, 2018, 2:00
p.m. Bids will be publicly opened forthwith after the bid submission deadline
at the Mass Coastal Railroad office, 3065 Cranberry Highway, Ste. 5, East
